On 19th September 2023 it was reported that Robbie Thelwell had been appointed Head of Technical Scouting at Norwich City. He replaces Jonathan Duckett, who moved to the Head of Player Insights role with the Canaries.

Thelwell has worked for Aston Villa for the previous three years, latterly as a First-Team Scout. Prior to this he worked for Wolves for four years, latterly as their First-Team Technical Scout.

He took on Loan Management for Norwich in July 2024 after Andy Hughes left for Leicester.

On 1st October 2025 he left Norwich to join Rangers where his father Kevin was appointed Sporting Director in the summer of 2025. According to the Rangers Review he will become Rangers' Head of Recruitment.
